Colonel (Retired) Whitehead was born in Portsmouth, Virginia on 7 March 1954. He was awarded a Bachelor of Science Degree in Business Administration in May 1976 from Norfolk State University and was commissioned a Second Lieutenant in the United States Army. He retired from the Army in May 2002. He received a Master’s Degree in Business Administration from Prairie View A&M University in 1983. His military education includes the Finance Officer Basic and Advanced Courses; the U.S. Army Command and General Staff College (resident and non-resident); and the U.S. Army War College. He held a variety of positions during a 26-year Army career. His assignments included serving as the Comptroller, U.S. Central Command (USCENTCOM), McDill Air Force Base, Tampa Florida; Commander 4th Finance Battalion, Fort Carson, Colorado; Staff Action Officer Programs, Analysis, and Evaluations Directorate, Office of the Chief of Staff, Army, Pentagon; Commander, 22nd Finance, Fulda, Germany; Executive Officer 39th Finance, Hanau, Germany; and Assistant Professor of Military Science, Prairie View A&M University, Prairie View, Texas.
He has over forty-three years of experience providing fiscal management and financial operational advisory services to non-profits, other charitable organizations and select individuals. After retiring from the Army, he served as a Principal Program Analyst with James Benvenuto & Associates, Inc., a defense contracting firm for nearly ten years. In this capacity, he provided financial consulting services to Headquarters, Department of the Army and the Department of Defense, Pentagon, Washington, DC. He is the President of the Whitehead Group, Incorporated, a private consulting firm. He is a managing partner and Treasurer of JU Holdings, LLC, a private investment firm. He served on the Lambda Gamma Gamma (LGG) Uplift Foundation Board of Directors as the President and board member. In 2008, he was awarded the Fraternity’s Founder’s Award for Lifelong service at the International, District, and Chapter levels. He is a Life Member of the Norfolk State University Alumni Association and served as President of the Military Alumni Chapter for two terms. He serves on the Norfolk State University Foundation as the Treasurer and board member. He has established the Colonel (Retired) James W. Whitehead, Jr. Ideal Spartan Scholarship at Norfolk State University, within the College of Business. He was inducted into the Norfolk State University ROTC Hall of Fame in 1998. He served as a member of the Board of Directors and Treasurer of Computer CORE in northern Virginia. Computer CORE is a non-profit organization in Alexandria, Virginia that teaches basic computer skills and job search strategies to low-income residents of northern Virginia.
He is a member of the ROCKS Incorporated, a mentorship and professional organization that develops military officers, prior to and post commissioning. He served as the Treasurer for two political campaigns (one for an Omega Psi Phi Fraternity’s Grand Counselor election and one for a Maryland State Senate election). He is married to Nicole Stacey Freeman Whitehead, a member of Delta Sigma Theta Sorority, Incorporated. They have one son, James W. Whitehead, III, a graduate of Morgan State University and one daughter, Christina N. Sloan, a graduate of Bethune-Cookman University.
